AB <p>In the Kabul Declaration by the Fourth Council of Ministers on Asian Economic Co-operation convened at Kabul, Afghanistan, in December 1970, the Council of Ministers announced its decision, inter alia, “to establish an intergovernmental committee - comprising representatives of regional member and associate member countries of ESCAFE interested in initiating a trade expansion programme - to conduct such an examination of, and make suitable modifications to, the relevant principles and also to deal with other necessary technical and operational matters so that a trade development programme can be launched as speedily as possible.” In pursuance of this mandate the first meeting of the Intergovernmental Committee on Trade Expansion Programme was convened at Bangkok, Thailand, from 12 to 17 November 1971.</p>
