Even where cutbacks have not been experienced, needed programmes in a num­ ber of social sectors have in many cases not been pursued. In the presence of such constraints in the delivery of social services, govern­ ments have increasingly recognized the role of non-governmental organizations (NGOs) in complementing their efforts to implement social development programmes and policies aimed at specific disadvantaged groups.</p> <p>At the same time, NGOs have contributed greatly in carrying out innovative social development programmes in many countries of the region. In a number of countries, NGOs have proved to be skilful organizers and effective advocates for specific disadvantaged groups.
