These countries are endowed with abundant and relatively unexploited natural resources and are perceived to have jointly a large potential market. Owing largely to the political and economic factors that have characterized the subregion during the second half of this century, however, economic inter-action with these countries has been limited, and the area's potential for development remained largely untapped. These countries have therefore remained outside the mainstream of the region's dynamic growth process. <p></p> Subregional cooperation involving Cambodia, the Lao People’s Democratic Republic and Viet Nam has attracted the attention of several international donors and development assistance agencies. It is quite evident that a subregional approach is preferred in many development assistance programmes and strategies, based on a review of the number of initiatives that have emerged for subregional cooperation during the last five years, involving both developed and developing countries, as well as several international organizations. Such heightened international attention to subregional cooperation should augur well for the development of the four countries and their economic integration into ASEAN and eventually the global economy. <p></p> It is hoped that this publication will be useful for all concerned to crystallize their thinking on how to operationalize such cooperation in order to exploit the opportunities arising from economic integration while effectively addressing and overcoming the challenges ahead.
