Data governance : practices in Asia and the Pacific

Data governance arrangements vary across Asia and the Pacific and data governance practices are continually evolving.

This paper presents a data governance framework with five pillars. The framework provides a basis for describing national data governance arrangements in different countries.

National statistical offices can use the country profiles to consider the role they play in their own country’s national data governance arrangements and how that compares with other countries.

Transitioning to low carbon transport in Asia and the Pacific through regional cooperation

From landlocked countries to small island developing states, the member States of the United Nations Economic and Social Commission for Asia and the Pacific (ESCAP) have different priorities and challenges on their paths to reduce transport-related greenhouse gas (GHG) emissions. Transport measures included in the NDCs of ESCAP member States primarily focus on the promotion of public bus transport, alternative energy sources, electric mobility, and sustainable maritime transport connectivity. A series of subregional consultations and capacity building workshops, as well as a regional meeting were conducted between 2022 and 2023 as part of the ESCAP Regional Cooperation Mechanism on Low Carbon Transport in Asia and the Pacific, which was designed to deepen regional collaboration through the sharing of experiences, information and best practices, as well as to identify common interests and policy priorities. This policy brief focuses on low carbon transport priorities and challenges collected from more than 30 countries in all five ESCAP subregions. It also highlights policy insights and priority topics for in-depth analysis and technical assistance that reflect common needs across Asia and the Pacific.

More information on the three subregional consultation and capacity building workshops, and one regional meeting conducted can be found via the links below.

Advancing SDG7 in Asia and the Pacific : policy briefs in support of the UN High-level political forum 2023

This document is part of a series of policy briefs compiled by the multistakeholder SDG7 Technical Advisory Group (SDG7 TAG) in support of the review of SDG7 at the High-level Political Forum (HLPF) 2023. Convened by UN DESA, the SDG7 TAG is composed of over 40 experts from governments, UN organizations, international organizations and other stakeholders.

Energy is also intertwined with many other SDGs, including poverty reduction, food security, health, education, gender equality and water access. Indeed, energy is linked to two-thirds of the 169 SDG targets, underlining the crucial role it plays in sustainable development. Expanding access to clean energy in line with SDG7, for example, can deliver improved health outcomes, create jobs and reduce poverty and inequality.
The latest data shows, however, that despite significant progress, the pace of transition to clean energy is uneven and incremental across the Asia and the Pacific region, highlighting the need for scaled-up technical and financial support.

Inequality of opportunity in Asia and the Pacific : birth registration
Pasali, Selahattin Selsah; Roman, Orlando

The ESCAP Inequality of Opportunity papers identify areas of basic opportunities where inequality jeopardizes a person’s life prospects, namely: education; women’s access to healthcare; children’s nutrition; decent employment; basic water and sanitation; access to clean energy; financial inclusion, pandemic preparedness, and intimate partner violence against women. Each of these opportunities are covered by specific commitments outlined in the 2030 Agenda for Sustainable Development and addressed in a separate thematic paper covering up to 30 countries throughout Asia and the Pacific.

This report extends the Inequality of Opportunity series to explore inequality in birth registration and identifies the shared circumstances of the most disadvantaged groups of children under 5 in birth registration in Asia and the Pacific.
